Growth is dimension of success in many areas of human activity. Since Limits to Growth (Meadows et al., 1972), global, national inter-regional strategies, plans and dynamic prefer to use “development” measure instead of “growth”. After growing popularity of slogan “sustainable development” (SD) UN countries start to seek for meaning, measurement, instruments to impart this slogan and tricky determination in planning, catching crucial elements of sustainability in regional management. To overcome several barriers in SD management, big scale Ecopolis mode educational practice was fulfilled in 2007 in Russia. Summer season was occupied by ten Russian and ten Italian students working on sustainable plan for Korolev Science city (Kavtaradze, Casu, 2011). Several SD terms were elaborated and applied in public administration “EKorolev project” in certain technology of urban planning elaborated by Dept. of Architecture Planning & Design and ecosystems restoration based on Ecopolis project experience. The most general dimension was resources and risk management (WHO determination). The task force was to convert theoretical statements of an international students’ practice into planning activity of the city public administration SD
