The article considers the characteristics of the Italian parliamentary bureaucracy in the nineteenth century. In its first stages it paid for the novelty of these representative institutions, though its character as the apparatus strictly serving parliamentary functions was immediately evident. At the beginng it meely had tasks of execution and registration (the function of reproducing detailed reports of the parliamentary debates was probably the most important besides that of guaranteeing the carrying out of parliamentary activities). However, some signs of different tasks, such as consultative functions, can be observed even if at an elementary and unripe stage.
