As you know, in order to have a strong legal system, it is necessary that the entities from which it is composed work together to improve the system. According to this vision, this thesis was born with the aim of finding new channels for loyal collaboration between the State and the Regions. However, it is well known that loyal cooperation does not only concern “vertical” relations but also involves “horizontal” relationships that have the merit of reaching a compromise more easily. An example of this is the Conference of Regions and Autonomous Provinces that, being the subject of the thesis, has raised the general question of research: can the Conference be used as an example to reach the resolution of the crisis of regionalism? To answer this question, I have first thought about the status quo of Italian regionalism and studied the events that have led to the current declination of the principle of loyal cooperation. In addition, I have tried to focus more attention on the “horizontal” connecting channels, including, of course, the Conference of the Regions. After this, the work focused on the detailed analysis of the Conference in order to demonstrate its potential to respond to the above-mentioned research demand. In the last part of the work, the thesis argues on two possible solutions: on the one hand it focuses on the constitutionalization of the Conference and, on the other, it hypothesizes the easiest way of using ordinary legislation. Finally, in the last paragraph, I chose the “incremental approach”, with which I tried to answer the question of research by giving the Conference of Regions a primary role in the rethinking of the entire regionalism assuming an active participation also in overcoming the symmetrical bicameralism.
