This work deals with the subject of the participation of the european regions, and generally, of the territorial governments at the european decision making (ascendent and descendant phase). The dissertation is developed in three parts: the first part describes the communitary context (the origins and the development) through two different approaches: a theoretic (founded on the comparison between functionalism, intergovernativism and federalism) and a juridical approach (founded on the contribution of the jurisprudence elaborated by European Justice Court about the connections between european and national systems).Successively the rôle of the regions in the communitary context is analysed from the origins of the European Communities to the present situation displaying his evolution. The second part describes the italian context referring to the issue legislation in the matter of relations between regions and European Union. On this subject I described the evolution of the legislation that beginning from 1970 to constitutional reform happened in 2001, have represented the reference legislative frame about the participation of regions at European Union.The description carries on with the following context. In conclusion, the third part contemplate the autonomous regions with special statute, referring to the applicability of some instruments provided by the constitutional reform of 2001.
