Policies are territorial, the population, probably, today no more. The changed mobility paradigms allows, in fact, the same person to participate to the life of different territories, not necessarily in spatial contiguity, in ways and times absolutely variables between individual. We can assert that almost life is global and pushed towards individuality while the direct and effective planning is local and collective. Therefore inhabitants in their collective dimension, have to continue to be the planning center, however, we cannot take in account that there's not just one resident population and exists, especially in touristic territory, transient population, consistent by quantitative and qualitative characters, that we cannot ignore for the territorial politics implementation. The thesis central concept is that the relationship between touristic populations and places are the sames for residents too. The aim is to demonstrate that residents and tourists are not different populations but just different ways to be inhabitants of one place. To be inhabitants is a fuzzy variable, the thesis try to build a method to recognize this value for each population. Policies can be builted around the inhabitants sets, not just around residents. The last thesis part search to drawn two decision support tools: a Touristic Obsevatory and a multiagent based system to modeling the destination choice.

Abstract
