Public decision makers operate in highly dynamic and complex political and economic environments, so a strategic oriented approach is essential for managing public agencies’ future course and defining the most viable strategy for achieving their organizational goals.Previous empirical studies have investigated strategic orientation in public units, in order to identify the more efficient strategies for pursuing better results. Despite these several recent studies, however, there is a strong dearth of empirical research on this subject in the Italian public context.Accordingly, this research is designed to fill an important gap in the literature by reporting the results of an empirical analysis on strategic management in Italian public universities. The research explores the major implications of strategic processes and the exogenous factors that most influence the strategy-making in the Italian Higher Education context. In this regard, one of the contributions of this study will be to deepen into strategic orientation, strategic actions, strategic planning, strategy implementation and the link between strategic management and performance indicator systems in public universities.The study provides additional insights and sheds light on some new implications that can help practitioners to better interpret the internal phenomena involved within public organizations. Thus, it contributes to the development and enhancement of strategic management framework in public sector.
