The development of climate and risk scenarios, related to the presence of water in the built environment, as well as producing initiatives to limit the risks, may underlie urban projects ´´strategically´´ oriented, to identify evolutionary scenarios that which challenge to relations between environmental structure and city project, identifying design alternatives and sequences of actions that could lead to a kind of forma urbis in divenire, adaptive and resilient, able to limit the risks, maintaining economic activities, integrated into the landscape, in search for a order of its complexity. The paper proposes the application of a model for adaptation to the effects of climate change in waterfront areas, through the use of strategies, design scenarios and economic assessment models.
