La partecipazione: “pubblici plurali” in scena

Some issues about uncertainties in the city project seem as they cannot be solved by architectural design, some other seem they cannot be solved by land-use plans. Some have emerged during some planning experiences in the last years: how to cope with different local, social, economic, and institutional actors having different interests? How to involve all the “local publics” in the process? What kind of demand these different “publics” express? How to construct a shared –among these different actors– vision for future? How to implement it? Which is the relationship among the emerging vision, scenarios, actions, projects, and programmes? And between these and the public space? How to make the “project community” be more stable? Can a space for the different publics be helpful? Rather than on participatory techniques, the essay focuses on organisational and communicative structures, that could support some “traditional” planning approaches, facilitating not only the consensus building, but also the implementation.

Alcuni questioni emerse nel corso di esperienze di piano negli ultimi anni: come far fronte con diversi attori locali, sociali, economici e istituzionali aventi interessi diversi? Come coinvolgere tutti i "pubblici locali" nei processi? Come costruire una visione del futuro condivisa fra attori e interessi diversi? Quale attuazione? Qual è il rapporto tra visione, scenari, azioni, progetti e programmi emergenti? E tra questi e lo spazio pubblico? Come rendere il "progetto di comunità" più stabile? Può un spazio per i diversi pubblici essere utile? Piuttosto che su tecniche partecipative, il saggio si concentra sulla strutture organizzativa e comunicativa, che potrebbe sostenere una approccio di pianificazione "tradizionale", favorendo non solo la costruzione del consenso, ma anche l'attuazione di strategie, piani, programmi, azioni e progetti emersi durante il processo.
